Half the Population, a Quarter of the Funding: Netivot Petitions the High Court of Justice

8 September, 2026

Following a petition filed by the Netivot Municipality in 2024, the government approved an approximately NIS 1.8 billion rehabilitation plan for 25 communities that were exceptionally affected by the events of October 7 and are not included in the “Tekuma Region.” However, Netivot, with a population of approximately 61,000 – nearly half the total population of the communities covered by the government resolution – is receiving only about one-quarter of the allocated funding. In some cases, funds that were approved have not been transferred at all. Against this backdrop, the Netivot Municipality has once again petitioned the Supreme Court, sitting as the High Court of Justice, against the Prime Minister and government ministers. The Municipality is represented by our firm’s Ron Tzin, Shelly Lev-Sherman and Tair Sinicin.

“The petition does not ask the Court to establish a new budgetary policy. That policy has already been determined by the government resolution,” our attorneys told Ynet. “The argument is that, in implementing the resolution, criteria have been applied that are not suited to its purpose and, in some cases, criteria that were established previously for entirely different purposes. When this distinction is blurred and insufficient weight is given to population size, the result is precisely the distortion that the resolution was intended to correct,” they added.
