An expert in commercial and corporate law, he has extensive experience in these fields and in negotiating commercial transactions, M&A transactions, shareholders agreements, etc. He is also highly experienced in dispute management and litigation in commercial, civil, administrative, and corporate matters.
Ofer represents a wide range of corporations, private and public companies in the private sector, local government entities, municipalities, institutes of higher education, financial institutions, and business entrepreneurs. Having worked with Israel’s tire industry for many years, he has gained extensive knowledge in all legal aspects of tire manufacturing, distribution, and recycling.
A leading practitioner in the field of municipal tax law and local-government-related disputes, Ofer’s practice covers municipal taxation and mandatory municipal payments, including development surcharges, infrastructure surcharges, and high-profile public cases.
Ofer has been involved in numerous high-profile cases of litigation, bankruptcy and receivership, occasionally acting as a court-appointed liquidator or company officer in Chapter-Eleven style operations and subsequent sales of assets or going-concerns.
One of the founding partners of the Shavit Bar-On Gal-On Tzin law firm (in 1992), Ofer was its managing partner until its merger with Tadmor Levy & Co. in 2021, where he became a partner.
Ofer speaks four languages: Hebrew, English, Arabic, and Hungarian.
