Bio

Tomer is an associate at the firm’s Project Finance, Energy and Infrastructure practice group, having begun his legal career as a legal intern at the firm in 2015.

During his studies, Tomer was a member of the editorial board of the Tel Aviv University Law Review. In addition, Tomer was an instructor on the prestigious Orientation Program of Tel Aviv University for first year law students.

Tomer was awarded a scholarship for academic excellence, and his student paper was nominated by Prof. Hanoch Dagan for the 2015 Annual Prize for Best Student Paper.

 

EXPERIENCE HIGHLIGHTS

Tomer is involved in some of the largest, most challenging infrastructure projects undertaken to date, including:

  • representing the Ministry of Defense in a tender for the construction of a new army base in the south of the country;
  • representing the inter-ministerial tender committee in the tender for the finance, construction, operation, and maintenance of an additional line of the Jerusalem light rail system;
  • representing NTA – Metropolitan Mass Transit System Ltd. in a tender for the finance, construction and maintenance of two additional lines of the Tel-Aviv metropolitan area light rail system.

Tomer’s experience includes:

  • representing the lenders in the refinancing of the Carmel Tunnels Project for the construction and operation of toll road tunnels across the city of Haifa;
  • representing NTA – Metropolitan Mass Transit System Ltd. in a tender for the selection of designers and project managers for the Tel-Aviv metropolitan area future metro system;
  • representing the lenders during financial closing for the construction of a new army base in Southern Israel.
