Asem Hamed is a leading partner of Arnon, Tadmor-Levy and one of Israel’s senior experts in the field of military and defense law, as it relates to legislation and regulation in the Judea and Samaria region, in particular in promoting civil and business infrastructure projects.

In recent years, Asem has held the position of legal advisor for the Judea and Samaria region, and currently serves as an expert advisor to the legal advisor of the Ministry of Defense. He was also recently appointed as a senior advisor to the Minister of the Interior, MK Moshe Arbel, for promoting the planning and legal regulation of construction in the Druze and Circassian sector in Israel.

Asem had an illustrious military service, gaining more than two decades of experience in the defense system, during which time he held a series of senior positions in the Israeli Military Advocate General Corps and in the Legal Department of the Ministry of Defense .

Asem now leads Arnon, Tadmor-Levy in its military and security practice. Among other things, this unique department is engaged in supporting and representing private and governmental entities in infrastructure projects in the Judea and Samaria area, as well as in Arab communities in Israel. The department has many years of expertise and knowledge in the layers of legislation, and the complex and specific laws regarding real estate, planning and construction, energy, environmental quality, local government, civil-commercial law, and other fields. In addition, the department deals with administrative law issues, and represents, supports and advises members of the defense system on proceedings before various bodies and committees, both in Israel and abroad.

Thanks to his deep familiarity and extensive experience of working and closely cooperating with military, political and civilian entities – including the Attorney General, the General Staff of the Israel Defense Forces, the Office of the State Attorney, government ministries, Knesset committees, the Israeli Civil Administration, the State Comptroller of Israel, and the Israel Police – Asem leads the firm with confidence through the complex regulations relevant to this unique area of practice, while striving to develop and promote core issues in these areas, in both Arab and Jewish society in Israel.

Attorney Col. (res.) Asem Hamed is the first member of the Druze community to advance to the rank of lieutenant colonel in the Military Prosecution, and to receive the Chief of Staff Award for Excellence. He holds a master’s degree with honors in public law, and a bachelor’s degree in law from the Hebrew University of Jerusalem.
