Bio

Robert has over 20 years of experience in the construction, engineering and infrastructure industries, representing governmental ministries, companies & agencies, developers, concessionaires & project companies, finance providers, EPC & O&M contractors, as well as professional consultants such as engineers, architects & surveyors, in various construction, engineering and infrastructure projects.

Robert Krombein served articles in South Africa at the firm Deneys Reitz, one of South Africa’s largest domestic law firms. Deneys Reitz later joined the global firm Norton Rose Fulbright, one of the largest law firms in the world. Robert was admitted as an attorney of the Supreme Court of South Africa in April 2001. In April 2005, Robert was promoted to partner in Norton Rose Fulbright South Africa, a position that he held until immigrating to Israel in February 2016. In April 2016, Robert joined Tadmor Levy & Co., in its Project Finance, Energy and Infrastructure Practice Group.

In December 2009, Robert was appointed Commissioner of the Small Claims Court of South Africa.

  • Representing the State of Israel in the preparation of prequalification documents, tender documents, technical documents and the concession agreements, as well as in the bid evaluation, tender award and financial closing processes, with respect to the financing, construction, operation and maintenance of additions to the Jerusalem Light Rail (the “Red Line Extensions”, the “Green Line” and the “Blue Line”); providing ongoing day-to-day legal services to the State of Israel with respect to the design, construction, operation and maintenance of the Jerusalem Light Rail (the “Existing Red Line”, the “Red Line Extensions”, the “Green Line” and the “Blue Line”).
  • Representing N.T.A. – Metropolitan Mass Transit System Ltd. (NTA), the governmental company responsible for the construction, operation and maintenance of the Tel Aviv Rail Network, in the preparation of prequalification documents, tender documents, technical documents and the concession agreements, as well as in the bid evaluation, tender award and financial closing processes, with respect to the financing, construction, operation and maintenance of the “Green Line” and the “Purple Line”; providing day-to-day legal services to NTA with respect to the design, construction, operation and maintenance of the Tel Aviv Light Rail (the “Red Line”, the “Green Line” and the “Purple Line”).
  • Representing N.T.A. – Metropolitan Mass Transit System Ltd. in the preparation of prequalification documents, tender documents, technical documents and the agreements with respect to the appointment of a Network Manager and the three (3) Line Managers for the planning, design and construction of the Tel Aviv Metropolitan Metro Lines (the “M1”, “M2” and “M3” lines).
  • Advising Cross Israel Highway Ltd., a governmental company responsible for the development of transportation infrastructure projects, in the preparation of tender documents and the concession agreement for the financing, design, construction, operation and maintenance of Sections 8 & 9A of the Cross Israel Northern Highway.
  • Advising Cross Israel Highway Ltd., the governmental company responsible for the development of the Haifa-Nazareth Light Rail, concerning the tenders for the appointment of the project design consultants.
  • Representing Shanghai International Port Group Ltd. in relation to the negotiation, drafting and preparation of the EPC, EPCM and O&M contracts for the construction and operation of the Bay Port Terminal in Haifa.
  • Advising Amitim Pension Funds concerning their investment in a project for the design, construction and operation of an independent power producing cogeneration plant, to supply steam and electricity to an operating sugar refinery located in Israel.
  • Representing Siemens in the negotiations for its investment in a project to finance, construct and operate a gas-fired independent power producing peaking plant in Israel.
  • Advising Phoenix Insurance Company Ltd. concerning its purchase of equity from EDF Energy (the French electric utility company) in seven photovoltaic projects in Israel.
  • Advising Phoenix Insurance Company Ltd. concerning its equity investment in the construction of Israel’s largest wind powered power plant.
  • Representing Clal Insurance Company Ltd. concerning its investment in a gas-fired power generating facility in Pennsylvania, U.S.A.
