Noa Meidan specializes in tender law, infrastructure, project financing, and administrative law. She advises government agencies, state-owned companies, private companies, and financiers.
She is a partner at Arnon, Tadmor-Levy law firm and manages the Project Financing and Infrastructure Department in Tel Aviv. This department oversees projects across sectors including transportation, construction, desalination, energy, and natural gas.
In the energy sector, Meidan represented institutions in financing stakes in the “Tamar” gas reservoir and in financing power stations across Northern Israel. She assisted a consortium of financiers in setting up the Rotem (OPC) power station and the thermosolar power station in Ashalim. Additionally, she represented initiators in debt restructuring for power stations in Southern Israel, and financing bodies in numerous photovoltaic projects.
Currently, Meidan is advising a contender in a tender held by the Israel Electric Corporation to sell the Eshkol power station.
In construction and training, Meidan represented the Defense Ministry in the “Intelligence Corps City” project and has been involved in financing tenders for other military and computing campuses. Her team in Tel Aviv also advises on numerous construction projects for both governmental buildings and long-term rental housing projects.
In the light rail sector, Meidan assisted the inter-ministerial committee of the Finance and Transport ministries in Jerusalem’s Green Line and Blue Line projects. She also advised Netivei Israel in tenders for Tel Aviv’s Green and Purple Lines and is currently assisting in the Green Line’s ongoing execution and its financial closure. Previously, the team advised on portions of the Red Line in Tel Aviv and the metro project’s management tenders.
In the transportation sector, Meidan represents a consortium that includes Bank Hapoalim in extending the northern part of Highway 6. She has advised the Israeli government on the Carmel Tunnels project and previously guided the Finance and Transport ministries in P.F.I road tenders and the financial closure of Highway 431. Currently, her team in Tel Aviv is advising on expanding the Cross Israel Highway. Meidan, with her team’s assistance, is advising Israel Ports Company, including a tender to set up a fuel wharf in Haifa Port.
In the field of desalination, Attorney Meidan served as the legal advisor on behalf of the state (Ministries of Finance, Infrastructure, and the Water Authority) for five desalination facility projects. These projects include:
- The Ashkelon desalination project.
- The Palmachim desalination project.
- The Hadera desalination project.
- The Sorek desalination project.
- The Ashdod desalination project.
She was involved in both the initial expansions carried out in these facilities and the “TAVOZ expansions” implemented at a later stage. Throughout each of these projects, Attorney Meidan accompanied both the tendering process (including preliminary sorting) and the financial closure phase.
Attorney Meidan was commissioned by the General Accountant to formulate “standard documents” for the use of government offices in projects in collaboration with the private sector, known as PPP (Public-Private Partnership) projects. Recently, this project has been expanded to also encompass agreements managed by government-owned companies using the “Bill of Quantities” method.
